With Bill 10?

Bill 10 is a large, omnibus piece of legislation aimed at cleaning up the 30 year old Land Use Ordinance (LUO).

Per the Bill:

“The purpose of this ordinance is to address the regulation of uses throughout Chapter 21, Revised Ordinances of Honolulu 1990 (“Land Use Ordinance” or “LUO”). The LUO is being amended to update and move provisions located in other articles of the LUO to a new Article 5, and for consistency purposes to amend other LUO articles to conform with term usage and cross-references.”

This Bill has many moving parts including extended uses of Ag land.  It affects nearly everyone on the island in some way or another.   Notable to TVUs, the Bill currently includes “moving the line” so that more Ko’Olina properties are eligible for legal TVU status.

At the 9/26 meeting, the Zoning Committee extended the City Council due date for the Bill by 120 days.  There were many “accepted” amendments.  The Zoning Committee chair will update the latest Bill version with these amendments.  See updates here: Bill 10 Status and Update
